Former California Attorney General Bill Lockyer has partnered with former chairman and president of The Orange County Register Eric Spitz to establish a cannabis product distribution company, based in Los Angeles. C4 Distribution will offer “logistics and distribution for cannabis in California.”

While attempts to reach C4 Distribution for comment were not immediately successful, last week Lockyer told the Los Angeles Times, “For me as somebody who was on the law enforcement side for so many years, I saw the inadequacies of the effort to regulate something just by calling it illegal. I think legalizing will help stabilize and help legitimize this industry and result in better consumer protection and other public benefits.”

Lockyer is 74, with a legislative career that started in the late ‘80s. In addition to his role as former state attorney general, Lockyer served more than 25 years in the California Legislature, and was also elected State Treasurer in 2006, and re-elected in 2010. His tenure has been highlighted by accomplishments that include significant legislation in areas including civil rights, as well as consumer and environmental protections.

Prior to his work as president at Freedom Communications, (parent company of The Orange County Register, Riverside Press Enterprise, among other publications), Spitz has a varied background. According to his biography, his skills as a speaker and writer have led to experience as the founder of a sports data technology company, co-founder of a restaurant group, and in the late ‘90s, and as chief financial officer of the Narragansett Brewing Company, official beer of the Boston Red Sox.

The C4 Distro team also includes Chief Operations Officer Rick Sant, who managed operations for The Orange County Register and its affiliated companies for more than 40 years.

C4 Distribution Director of Finance and Administration Margot Shapiro has background in finance and business development, with positions at Goldman Sachs, private equity firm E.S. Jacobs & Co., as well as founding LMN Ventures with two partners. LMN is a “seed capital fund [that] invests in women-led businesses in the consumer, life science, clean tech and education sectors.”

The company’s Director of Sales is Dan Spitz, who has more than 20 years of sales experience in real estate and web development, in addition to founding Box24 Studios, a commercial photography facility in Newport Beach, California.

Business Systems Engineer J.B. rounds out the C4 Distro team. Formerly with Novus Partners, he will oversee data analytics, among other duties.
